Adoption of a voluntary common European Union certification (VCS) for the energy performance of non-residential buildings
Resumen – Summary
El objetivo de este proyecto es asesorar sobre el desarrollo técnico y los requisitos operativos del esquema de certificación voluntaria Común Europeo (VCS), incluyendo cómo deben usarse las normas CEN sobre el rendimiento energético de los edificios que se están desarrollando en el esquema.
La tarea general de este proyecto es desarrollar plenamente el marco de VCS para ser operativos, incluyendo el trabajo de las especificaciones técnicas, de gestión y de operaciones (por ejemplo, supervisión, verificación y cumplimiento, vigilancia del mercado).
Las especificaciones técnicas y requisitos de funcionamiento de este proyecto ha de posibilitar el desarrollo de la VCS, incluyendo los desarrollos técnicos, el esquema de cualificación / certificación de los expertos, la etiqueta y las especificaciones operativas.
The aim of this project is to get advice on the technical development and the operational requirements of the European Common Voluntary Certification scheme (VCS), including how the CEN-standards on energy performance of buildings that are under development should be used in the scheme.
The overall task of this project is to fully develop the framework for VCS to be operational, including the work of the technical specifications, management and operational aspects (e.g. monitoring, verification and compliance, market surveillance).
The technical specifications and operational requirements in this project must enable the roll out of the VCS, including the technical developments, the qualification / certification scheme of experts, the label and the operational specifications. A potential testing phase could be considered.
