Energy Efficiency in Low-Income Housing in the Mediterranean

Resumen – Summary
El Proyecto ELIH MED se centra en la eficiencia energética en las viviendas de bajos ingresos en la cuenca mediterránea en el contexto de los objetivos de la UE 2020.
Las acciones piloto que se han desarrollado desde el IVE se centran en la mejora de dos edificios de viviendas construidos entorno a los años 70, con importantes deficiencias energéticas, situados en entornos urbanos de expansión de la ciudad de Valencia. Cada edificio cuenta con 28 viviendas, ocupadas por personas jubiladas en un porcentaje entorno al 70-80%. La propuesta de rehabilitación energética se centra en la mejora de la envolvente térmica (cubiertas, fachadas y huecos) y en algunos aspectos de la instalación de iluminación de las zonas comunes y ascensor (detectores de presencia y leds). Las obras se iniciaron en septiembre de 2013 y se finalizaron en junio de 2014. El Instituto Valenciano de la Edificación ha recibido el Premio al Mejor Proyecto Europeo 2014 en la categoría medioambiental de la Consellería de Hacienda y Administración Pública de la Generalitat Valenciana por el proyecto ELIHMED-Energy Efficiency in Low-Income Housing in the Mediterranean.
Este galardón ha sido concedido mediante RESOLUCIÓN de 11 de marzo de 2015, del conseller de Hacienda y Administración Pública, por la que se conceden los galardones a los mejores proyectos europeos de la Comunitat Valenciana 2014, publicada en el DOGV en fecha 16 de abril de 2015.
ELIH-Med is a strategic project co-financed under the MED Programme. Its attention is focused on energy efficiency in low income housing (LIH) in the Mediterranean area and on the involvement of residents in energy retrofit in LIH in order to help LED area to reach EU2020 objectives.
ELIH-Med project focuses on energy efficiency in low income housing in the Mediterranean area. The target group of ELIH-Med includes tenants, owner occupiers with low income as well as households suffering energy poverty, which represents about 40% of the total building stock and is considered as « far to reach» through traditional public policies. Innovative technical and financial approaches are essential for this group in order to help them reduce their energy consumption.
This project has various work packages which contain general information on energy efficiency, good practices applicable in low income housing together with various e-learning courses in order to raise public awareness about EE in building sector.
