Resumen – Summary
IMPULSE presenta un sistema integrado de apoyo a la gestión para la planificación de intervenciones energéticamente eficientes en los edificios públicos. El principal desafío es abordar la insuficiente capacidad de las administraciones públicas para establecer planes de eficiencia energética fiables y asequibles para su parque de edificatorio, lo que a nivel local se refleja en Planes de Acción de Energía Sostenible (PAES) inexistentes o incompletos. El principal problema es la falta de disponibilidad de datos de consumo energético de los edificios, así como de sistemas de apoyo a la toma de decisiones intuitivos que permita llegar a planes de acción más asequibles con soluciones rentables y realistas. El proyecto reconoce la necesidad de soluciones concretas de apoyo a la toma de decisiones, así como el necesario enfoque transnacional que explique las diversas condiciones de los edificios en el Mediterráneo, las soluciones energéticas, el clima, las reglamentaciones, etc. El enfoque transnacional del proyeco prevé la realización de un extenso testeo en 6 ciudades piloto representativas de cada país (Heraklion-Grecia, Elche – España, Cannes – Francia, Ravenna – Italia, Osijek – Croacia, Mostar – Bosnia y Herzegovina), y de métodos previamente establecidos, para concluir cuales son las tipologías de edificios públicos, acompañadas de intervenciones rentables y planes para la financiación y renovación gradual. Los resultados se organizarán en una web transnacional con un sistema basado en SIG siendo una herramienta de toma de decisiones fácil de usar, con PAES asequibles con alto impacto. La herramienta se verificará a través de proyectos de renovación a pequeña escala en cada ciudad piloto y se evaluará a través de actividades de transferencia específicas.

IMPULSE introduces an integrated management support system for planning energy efficiency interventions in public buildings. The main challenge tackled is the insufficient capacities of public administrations to set-up reliable and affordable energy efficiency plans for their public building stock, which at local level is reflected by missing or incomplete Sustainable Energy Action Plans (SEAPs). The main problem is the lack of available energy consumption data for the building stock and of easy-to-use decision-support systems to conclude the most affordable action plans with bankable and realistic solutions. The project acknowledges the need for concrete decision-support solutions as well as the transnational approach needed to account for MED diversified conditions in buildings, energy solutions, climate, regulations, etc., towards the wider capturing of MED specificities. The project’s transnational approach foresees extensive testing in representative pilot MED Cities in 6 Countries (Municipality of Hera-Greece, City of Elche – Spain, City of Cannes – France, Municipality of Ravenna – Italy, City of Osijek – Croatia, City of Mostar – Bosnia and Herzegovina), of previously established methods for the conclusion of MED public building typologies accompanied with cost-optimal interventions and financial and gradual renovation plans. The results are organised into a transnational purpose web and GIS-based information system being a user-friendly decision making tool for affordable SEAPs with high impact. The tool is verified through small-scale renovation projects in each pilot City and further evaluated through targeted transferring activities.
